Preliminary design and several studies completed for RHPP Bistrica – Waiting for location requirements and building permit, preparatory works from next year

So far, the preliminary design, the feasibility study, the study of immovable cultural goods and the study of the connecting of the power plant to the distribution network for the project of the construction of the reversible hydro power plant (RHPP) Bistrica have been completed, said the minister of mining and energy of Serbia, Dubravka Djedovic Handanovic.

The minister pointed out that the year 2024 was the most important one for the completion of the preparation of the technical documentation, so that the preparatory works for the construction of that hydro power plant would begin in 2025.

The spatial plan of the special-purpose area will be adopted at the Government’s session soon, which is to be followed by the obtaining of the location requirements, she said and added that the preparation of the environmental impact assessment study was in progress and that it would be adopted after the public inspection, by the end of the year.

Djedovic Handanovic, who attended the second session of the Special Work Group for the construction of the RHPP Bistrica, where the progress in the preparation of the technical documentation was considered, said that the preparation of the project for the construction permit had begun as well and added that the competent ministry, with Elektroprivreda Srbije and other ministries and institutions, would continue following the dynamics of the preparation of the technical documentation.

She reminded that the competent ministry had received official confirmation of the Government of Japan that, following the preliminary analysis of the technical documentation, a positive decision was made about the participation of the Japan International Cooperation Agency (JICA) in the financing and construction of the RHPP Bistrica and added that the work on securing the full financing of that project would continue.


– Bistrica will be the first reversible hydro power plant that we will build after three and a half decades and the biggest new energy capacity of 646 megawatts, necessary for the security of the supply of electrical energy in the next years, the increase of the production capacities from renewable sources, the balancing and storage of energy – she said.

In addition to representatives of the Ministry of Mining and Energy, the session was also attended by the general director of Elektroprivreda Srbije, Dusan Zivkovic, representatives of the Ministry of Environmental Protection, the Ministry of Construction, Transport and Infrastructure, the Ministry of Culture, the Republic Geodetic Authority, Elektrodistribucija Srbije, the Property Directorate of the Republic of Serbia, the Institute for Protection of Immovable Cultural Goods Kraljevo, the municipalities of Priboj and Nova Varos, as well as representatives of the design team for the realization of the project.
