Serbia’s hydrogen strategy necessary for successful green energy transition

The preparation of a hydrogen strategy is defined in the Draft Energy Development Strategy of Serbia, about which the public discussion was recently completed, so the legal requirements have met for working on this document, which would secure the regulations for Serbia to be able to start producing and using hydrogen, it was concluded at the session of the Business Association “Cluster for Realization of Hydrogen Projects”.

The members of the cluster, which is headed by the Faculty of Mechanical Engineering at the University of Belgrade and which gathers science institutions and Serbian companies, will propose to the Ministry of Mining and Energy for local institutions, potential users, to take part in the preparation of the Hydrogen Strategy in Serbia, with support from the members of the Cluster.

In order to support the decarbonization of the Serbian industry, it is necessary, among other things, to support the introduction of new technologies based on green hydrogen in the oil and petrochemical industry, the production of artificial fertilizers, iron, cement and other industries, and to implement a carbon agreement as an instrument of support to the transformation of the industry.


One of the key recommendations of the Draft Hydrogen Strategy is the founding of the National Hydrogen Council. It should be formed by the Government of Serbia and it would make the key decisions regarding the hydrogen transition of the state. It would also take part in the adopting of laws and bylaws together with the competent ministries and state government organs. In addition to representatives of the Government, public companies, that body needs to have representatives of the civil society, the academic community, relevant international institutions, the economy, associations, as well as prominent individuals.
